What the rules say

MEES today, and what's coming.

The Minimum Energy Efficiency Standard (MEES) means that, in England and Wales, a property generally can't be let on a new or renewing tenancy with an EPC below band E — and since 2020 that applies to all existing tenancies too. Letting an F or G rated home without a valid registered exemption can mean a penalty.

The government has proposed raising the minimum for rented homes to band C by 2030 (with an earlier date floated for new tenancies). This is a proposal, not law — the date and the detail have shifted before and could again — but it's the direction of travel, and the gap between a typical band D and band C can take real work to close, so it's worth planning for.

Exemptions from MEES exist — for example where all relevant improvements have been made and the property still falls short, or where the cost exceeds the spending cap — but they must be registered on the PRS Exemptions Register and they expire. They're not a way to avoid the standard indefinitely.

Scotland doesn't have the band E letting rule; its energy standards sit under the Heat in Buildings programme. Northern Ireland has no minimum EPC standard for private lets yet. Always check the current position with your local authority.
